The site is situated at the heart of the new government building area and shares the entrance piazza with the District Court. The building is made up of a rounded glass wall that faces the main road in the direction of the sea and a straight orthogonal surround surface that faces the urban buildings around. A reconstructed church can be viewed west to the building, from gaps left among the building’s wall masses. The building is designed in such a way that people’s traffic centers around the main open space that is 8 stories high. The stands of the service clerks face the internal circumferential passageway and the offices are organized alongside the outer surround surface of the building.
